Are you referring to the little skull?

If so...gray means there is not a target or the WB leader has not assigned any one to be the caller. Gold means the main assist has been set and the caller has begun to attack; they don't need to hit, just begin the attack. As an FYI, tanks are generally a bad one to be a caller. They switch targets in PvE often to keep the aggro, so people will be all over the place. In PvP, they have challenges that are important, not so much an aggro pull as it is a lost focus for the enemy. Long range DD should be first, then melee DD. Furthermore, the main caller should know that they are such. There is an art to it. If they stay on target until dead, great. If they move to the next before the primary is dead, the team should be informed (newbs) or have the experience to know to kill before moving on.

There are some addons that make it a sticky, but they have downsides. If the caller jumps targets before killing, everyone else that has the addon set jumps targets and there are a lot of half dead things around. And in MMO's 1% health is as much a danger as 100% health. Also, if you are a long range DD and something comes up to attack you and that target isn't called, you can't defend. Which brings us back to the art portion of calling.
